<br />,rc- <br /> <br />"...., <br />, <br /> <br />,--. <br />, <br /> <br />,...., <br /> <br />,-- <br /> <br />3,4 ROADWAY RELOCATION ALTERNATIVES <br />Six highway relocation alternatives were considered for this evaluation. <br />These alternatives include three alternative relocations in Clear Creek Canyon <br />and three locations outside of Clear Creek Canyon. Conceptual designs for the <br />three a lternat i ves in Cl ear Creek Canyon were developed for both the lowest <br />prospective dam height of 420 feet, and for the highest prospective dam of 540 <br />feet. <br /> <br />All six alternatives would provide full access to 1-70. Alternatives 1, <br />2, and 3 would provide tourist access through Clear Creek Canyon on the relocated <br />highways. Alternatives 4, 5, and 6 would provide tourist access through Clear <br />Creek Canyon on U.S. Highway 6, below the dam, and on a new county road around <br />the reservoir. The Alternative 6 relocation is illustrated in Figure 1.1. A <br />description of each of the six relocation alternatives considered is given in <br />Table 3.1. Estimated construction costs for the alternatives are shown in <br />Table 3.2. <br /> <br />3.5 USER COSTS <br />Annual user costs were estimated for the six roadway relocation alternatives <br />and the exi st i ng roadway under a no-action a lternat i ve. User cost factors <br />considered were: 1) vehicle operating costs, 2) value of time of drivers and <br />passengers, and 3) accident costs. Vehicle operating costs and value of time <br />costs would increase from 1 to 21 percent with all six of the roadway relocation <br />alternatives, with the highest increases in the three Alternatives (4, 5, and <br />6) that would relocate U.S. Highway 6 to 1-70. All six of the roadway relocation <br />alternatives are projected to reduce accident rates and thus a corresponding <br />reduction of 31 to 74 percent in the costs of accidents. The largest accident <br />cost savings would be in the alternatives that would relocate U.S. Highway 6 in <br />~Clear Creek Canyon. Total annual user costs in 1988 dollars, under a no-action <br />alternative, are estimated at $16.2 million. For Alternatives 1, 2, and 3, total <br />annual user costs would be approximately 10 percent 1 ess than a no-action <br />alternative. An increase of approximately 10 percent is expected for <br />Alternatives 4, 5, and 6. <br /> <br />3-3 <br />
