Each party contacted has
certain concerns and requirements which need to be reflected in the route selection, design and
construction of the subject pipeline. In addition, the regulatory agencies managing the Federal or
State land need to review the proposed alignment to determine the potential impact on the
environment. These requirements and concerns are generally referred to as permitting
requirements. The permitting requirements based on concerns and requirements of each interested
party are presented in the following subsections.

Based on our discussion with regulatory agencies involved in permitting this project, there is no
indication of any permitting considerations at this time which will prevent the construction of the
proposed pipeline alternative at the proposed alignment. There are several considerations which
should be incorporated into the design and construction of the subject pipeline in order to obtain
approval for construction. A detail of permitting requirements and consideration for each of the
parties contacted are presented in the following sections.

6.3.1 Colorado Department or Highways

II
II
II
,II
I
I

Based on SRK's conversation with representative from CDOH, it appears that there has been some
difficulty in the past concerning coordination between CDOH and the District along SH-65.
However, at this time CDOH does not appear to have any problem with the proposed construction.
CDOH requested a set of construction plans along with a "Request for Construction" form
submitted to CDOH for final approval and comments. The following requests were made to be
reflected in the final design:

28
