The difference in cost between
Alternative No. I and Alternative No, 2 is negligible at this feasibility level of study, Alternative
No, I has several major advantages in comparison to Alternative No, 2:

1. Alternative No, I has a lower estimated total project cost than Alternative No, 2,

2, Alternative No. I presents less risk of cost increases during construction resulting
from the uncertainty in the concrete removal quantity required for Alternative No,
2.

3, Construction of Alternative No, I removes all of the existing lower-quality
concrete in the crest raise sections, eliminating the possibility of remaining
"pockets" of unsound concrete associated with Alternative No, 2,

3.8 RECOMMENDED ALTERNATIVE

We recommend that the Company proceed with final design and construction of Alternative I
involving complete replacement of the existing 12-foot-high crest section of the dam,

3.9 LAND AND RIGHT-OF-WAY REQUIREMENTS

The existing dam structure and adjacent property are presently owned by the Company, and no
new land will be required for the permanent construction of the dam safety modifications,
Construction staging and stockpile areas can be developed on Company property adjacent to the
dam. Therefore, no temporary construction easements will be needed.

96006\R.EPORTS\FEAS\TEXT.NEW

.m GEl Consultants, Ine,
