18

Feasibility Report for Dam Safety Modifications to DeWeese Dam
April 22, 1997

appropriate, we have applied cost factors to adjust for regional economic conditions and
inflation, with indexing to January 1997 price levels, Estimated construction costs for future
construction periods will need to be escalated by appropriate indexing against price escalation
trends,

The construction cost estimates include an allowance for "Unlisted Items," equal to about 5
percent of the listed construction items. This allowance is intended to cover any additional
construction costs identified during final design of the project, which may result from
refmements and/or revisions to the feasibility designs presented in this report. This item will not
be included in the engineer's estimate of construction costs developed during final design,

The construction cost estimates also include an allowance for "Construction Contingencies,"
equal to about 10 percent of the listed and unlisted construction items. This allowance is
intended to cover additions to the Construction Contract resulting from any change orders that
might be required for changed or unexpected field conditions,

The construction cost estimates presented in this report are based on our professional opinion
of a balanced cost to construct the project as described in this report, The cost estimates are
based on the sources of information described above, under the assumption of open, unrestricted
bidding, and on our knowledge of current bidding conditions in the locality of the project.
Actual cunstruction costs are affected by a number of factors completely beyond our control,
such as: supply and demand for the types of construction required at the time of bidding and in
the project vicinity; changes in supplier costs; changes in labor rates; and the competitiveness
of contractors and suppliers, As such, conditions and factors at the time construction bids are
received may result in bids which differ from the estimated construction cost documented in this
report,

Construction Administration and Engineering: This cost allowance is for design
professional services during project construction, For this level of study, the cost for contract
administration and engineering is typically e~timated as a percentage of the estimated cost to
construct the work, This item is expected to include construction engineering, construction
inspection, field testing, surveying, submittQl review, change order review and processing,
review and processing of the construction contractor's progress payment requests, and project
close-out activities, The scope of appropriate construction administration and engineering
services could change as project development progresses, For this report we have estimated
construction administration and engineering costs to be 8 percent of the estimated cost to
construct the proj ect.

9l GEl Consultants, [nc,

96006\REPORTS\FEAS\TEXT.NEW

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
