The irrigated project acreage would thereby be reduced and <br />stabilized at 19,717 acres of irrigable land, classes 1, 2, and 3. <br /> <br />, <br />, <br />J' <br /> <br />".::- <br /> <br />. , <br /> <br />Th~ Purgatoire River Water Conservancy District, which includes <br />the 11 ditch systems, has been formed in anticipation of project <br />development. One function of the district will' be to contract with <br />the Federal Government for payment of Federal OM&R expenses and <br />repayment of construction.costs chargeable to irrigation. <br /> <br /> <br />'.. <br /> <br />Retirement of the class 6w lands and transfer of their water <br />rights can be accomplished during the 5-year development period under <br />the sponsorship and direction of the Conservancy District, Although <br />some difficulties in accomplishment can be foreseen, such actions <br />should not be insurmountable as the 6w lands are low in productivity <br />and most of them are actually irrigated only in years with above- <br />nOrm9.1 water supplies. In any event the EM lands could rely only <br />upon their direct flow water rights and could not participate in . <br />water stored or regulated by the Trinidad Reservoir. <br /> <br />The district will also assume the administration of water <br />supplies accruing to water rights owned by the ditch systems. The <br />objective of the district's water administration will be to improve <br />the effectiveness of water use by: (1) limi.ting the service area <br />to 19,717 acres of irrigable land, and (2) restricting water deliveries <br />to the seasonal crop requirement, <br /> <br /> <br />.I <br /> <br />',..,", <br /> <br />4 <br />
