ULJUJ <br /> <br />EXHIBIT 1 <br /> <br />S.~T DIVERSION <br />COLORADO RIVER DIVERSION DEMONSTRATION PROJEcr <br />B? <br />BOOK C~IFF SOIL CONSERVATION DISTRICT <br />AND <br />SILT ~TER CONS8RVANC~ DISTRICT <br /> <br />. <br /> <br />INTRODUCTION <br /> <br />The exi6tin~ diversion in the river carries water to a pumping station and consists <br />of an earthen =no gravel embankment that extends 600 feet into the Colorado River. <br />The structure is very vulnerable to seasonal floodin~ and is rebuilt On an annual <br />basis. It is proposed that this system be =eplaced with a concrete, rock diver$ion <br />and headgate structure in a side channel approximately 1,000 feet upstream from the <br />present point of diveraion to a more manageable location. The water will be <br />conveyed in 940 feet of 42' HOPE low head irrigation pipe carrying 40 cfs of <br />irrigation water back to the original diteh system. The new diversion will use <br />current technology to reduce erosion, to increase river stability, to improve <br />aquatic habitat, and improve river bank ve~etation. The new diversion will <br />illustrate an alternative to the old sYEtem of having to annually e~ter the river <br />which created damage to the river system. Benefits achieved from the installation <br />of the new structure could be a point of interest since the site is easily <br />accessible from 1-70, The Silt COnservancy District has spent a lot of money in the <br />past few years repairing and replacing structures in their system so they don't <br />have a lot of e~tra money for this projectl therefore they are in need of $100,000 <br />in the form of grant money or loans. <br /> <br />. <br /> <br />The new diver~ion 18 expaoted to improve the District' $ ~ility to control water <br />oiverted from the Colorado River, re~~ce the co~t of maintenance, and reduce <br />envi~onmental disturbanoe in the Colo~ado River caused by annual m$intenance to the <br />existing gravel diversion structure. It will also insure a better water source for <br />the 1500 acres that the water irri~ates. <br /> <br />The proposed project is located in the north west quarter of section 12, Township 5 <br />South, Range ~2 West. It is 1 and 1/2 miles eest of Silt, Colorado at approximately <br />5,343 feet above sea level. The site is aecessible by road. <br /> <br />The approximate time table for the project i. as follows, 10-199~ thru 02-1999 <br />survey and design (completed), 07.1997 thru 12-1999 administrative procedures to be <br />done, 02-2000 thru 04-2000 construction to start. <br /> <br />The Natural Resource Conservation Service will be r~sponsible for providing <br />technical assistance for the design and construction of the project features which <br />include but may not be limited to, a rock and concrete diversion dam, concrete <br />head~ate structures and appurtenances; and water conveyance methods such as pipeline <br />or open channel. They will assist the Bureau of Recla~tion and the Silt Conservancy <br />District in obtaining ccnstruceion easements tor implementation of the project. <br /> <br />We are planning to apply new innovati~e featuree to this project. HDPB low head <br />polyethylene irrigation pipe for larie flow. will be used. Since this pipe is a new <br />type of plastic pipe, it. long time durability will be monitored for tuture <br />applications. <br /> <br />. <br />
