OFFICERS AND EMPLOveu . "" ;.:. Section 1, Officers. The officers of said District shall consist ot a President. a Vice President. a 5ecrelaIy and Treasurer, The President and Vice President shaD be chosen Ii'om the members of lhe Board of Directors. Other officers may or may not be members of the Board of Directors. Se1:retary, The Secretary shan give due notice of all meetings of the Board of DIrectors. and shall keep proper books of record for the business of the District as the Directors may presenbe. The Secretary shall countersign and register all allotments and transfers of lI1e right to use project water, The Secretary shaB be the custodian of the books and corporate seal of the District and shan perform any and aU other duties as are incident to the otlice. One person may hold the office or offices of Secretary and Treasurer and mayor may not be a member of the Board ofOirectolS. Section 6. TreasUfel'. The Treasurer shaD be lI1e custodian of the funds of the Dislricl and shaU give a salisfaclllry surety company bond for the failhful discharge of the duties of the office. in such amount as the Directors may require. The premllm on such bond shall be a charge against the District No money shall be paid out by the Treasurer except on the order of the President or the Vice President in the absence of the President Section 6. Manager. The Manager shan be lI1e responsible adlrinistrative oficer oftlle District and shall run the office and business of!h8 District, including distribution of water and operation and maintenance offadities. and preparation (If annual operating budgets. subject lD sUpelVisory control of the Board of DireclDfs. He shall report to the Board at each regular meeting or at special meetinQl; whenever required. Section 7. Attorney. The Board shaU appQint en aUomey who shall be a qualified member at the bar of the Slate of Colorado ID represent the District in legal matters and to advise the Board with respect thereto. The Board shall by appropriate resolution adopt rules and regulations governing the operallon of project worIls. the distribution of project water and the joint operation thereof with the system and waIe1 of the Farmers IrTlgation Company. These rules and regulations shall also govem the procedures neCBSSal)' for a P\l)jecl water users to make changes in his water allotments by reallocation or Inmsfer. These rules and regUlations shall be printed and made available for distribution to the project water users.
