<br />The procedure fer the filting and approval ot petitions is established in the Water Conservancy Act of
<br />Colorado wherein they are designated as Class "D' petitions fer irrigation use.
<br />
<br />The District has contracted with the United Stites under Reclamation Law and has obtained the
<br />permanent right to use and dispose of the project water and has assumed the obligation to pay the
<br />United Sl>rtes that part of the construction cost of the project that is repayable under the Reclamation
<br />Law, Revenue necessary fur the District to meet the payments to the United States is obtained from
<br />the project water users IIirough the county tax collection procedures in the same manner as property
<br />taxes are collected. The District also obtains ~ome ad valorem tax revenue from all property owners
<br />within lIie District
<br />
<br />The following by-laws were adopted by lIie Board of Directors on the 17th day of August 1966, to
<br />govern the operation and admnistration of the District
<br />
<br />A rticle I.
<br />
<br />Section 1. 8<lard of Directors - Organization. Members of the Soard of Directors shall be appointed
<br />by the Court or chosen in the manner provided by 'The Water Conservancy Act of Colorado: The
<br />District is presently divided inlo nine geographi~ d'ovisions with one Director representing each division.
<br />The Soard of Directors is the governing body, authorized to perform the functiorts of the District. All
<br />Directors mist have the qualifications required ~ staMe and the Decree of the Court estlblishing the
<br />District. A vacancy in the Board of Directors shall be filled in the manner required by law. A majority
<br />of the Directors shall constiMe a quorum for the transaction of business,
<br />
<br />Section 2. Duties and Responsibilities of the Board of Directors. It shall be the duty and
<br />. responsibility of the Soard of Directors to ael and be sure the actions of ils Manager conform to
<br />Federal. State, and local statutes and ordinances; execute legal documents, contracts, and obngations
<br />and operate in conformance to its by..Jaws and rules and regulations; maintlin accurate minutes ot
<br />Board meetings and publish accounts and proceedings in accordance with State Laws: establish
<br />policy, appoint officers and outline the duties of each, in writing or as deemed essential; pass upon
<br />reports of the Manager, Secretary, Treasurer and other officers and employees of tile District; approve
<br />bUdgets oftne Manager; establish water SSSes9ments and charges; audit all bills and accounts of the
<br />District; and exercise general supervision of affairs of the District.

<br />Section 3. Board of Directors -Meetings. The Board of Direclors shall meet on the second Saturday
<br />in the months of January, March. May, July, September. and November. Such meetings shall be held
<br />at the office of the District at the hour designated by resolution to be adopted by said Board.
<br />
<br />Special meetings of said Board may be callod by the President, Or in his absence, by the Vice-
<br />President, or by any two Directors,
<br />
<br />Notice of said special meetings must be given personally or by mall alleast two days betore such
<br />meeting,
<br />
<br />Said nOtice by mail shall be addressed to the last know Post Office address of each Director.
