Whether growth is good or bad for Hotchkiss depends almost entirely upon how growth can be guided, whether or not utilities will be available, whether or not the town and county planning is well done and implemented, and whether or not the growth will create undue burdens upon the currently stable economic climate of ~otchkiss. If significant unplanned growth occurs; ,the firiancesof the I town will be stressed, taxes will rise, and people on fixed incomes will find it more difficult to maintain their usual way of life. . POPULATION CHARACTERISTICS * The most readily available demographic profile of Hotchkiss is the statistical information developed by the Federal Government's 1970 Census. In most of the voluminous material published as a result of that census, Hotchkiss was included as part of the Delta County statistics. At times it was included as part of the Hotchkiss subdivision of Delta County, and at other times Hotchkiss was listed under its own name. The general population figures for 1970 were: Delta County Hotchkiss Division Town of Hotchkiss 15,268. 2,684 507 , Delta County had a 2% drop in population from 1960 to 1970. In 1970, 31.1% of the county's population was under 18 years of age. Only seven other counties in Colorado have a smaller percent in this age group. On the other end of the age spectrum, 18.5% of the county's citizens were over 65. No other county in Colorado showed this high a percentage in that age group. In fact, only eight counties showed more than 15% of their population in this age group, and over half of the counties had less than 11% of their population in the "over 65" age group.
