A stronger municipal water system at Hotchkiss <br /> <br /> <br />will tend to discourage rural sprawl in the valley and on the mesas in the vicin- <br /> <br /> <br />ity of Hotchkiss. Particularly, if policies of the Town limit water service to <br /> <br /> <br />contiguous areas. <br /> <br />The financial program recommended for the Town of Hotchkiss will minimize adverse <br /> <br /> <br />economic impact on the many low income residents and elderly residents on fixed <br /> <br />income in the Town of Hotchkiss.
