<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />SECTION I <br /> <br />INTRODUCTION <br /> <br />BACKGROUND <br /> <br />Morrison had prepared a Feasibility Analysis of Water System Improvements, by WRC <br />Engineering, Inc, dated November 1, 1994, This was supplemented by Addendum 1, prepared by <br />WRC Engineering, dated November, 1995, That report was previously submitted to the Colorado <br />Water Conservation Board and served as a basis for a loan commitment. <br /> <br />The proposed initial project consisted of two systems: <br /> <br />1, Improvements to the raw water diversion facilities (Le, delivery of water to either the <br />treatment plant or the existing Morrison Reservoir), <br /> <br />2, Utilization of Cooley Reservoir, including transmission/pumping to Cooley Reservoir, as well <br />as withdrawal capacity, <br /> <br />CWCS determined that the total investment required could not be funded, and approved <br />proceeding with only the Part 1 improvements. <br /> <br />Morrison later authorized preparation of a comprehensive Master Plan, Water Supply System, <br />prepared by McLaughlin Water Engineers, dated September, 1996, This Master Plan was <br />approved by the Town Board - and it was agreed that the first priority of improvements would be <br />the raw water diversion facilities (Part 1, above). However analysis showed that the existing gravity <br />diversion should be maintained, rather than relocating the diversion dam and adding a raw water <br />pump station, It is noted that the function of the now proposed raw water supply facilities is the <br />same as those proposed in the WRC report, i,e, to deliver raw water, at a design rate, to either the <br />treatment plant or the operating reservoir. <br /> <br />To avoid repetitiveness, the September, 1996, Master Plan is incorporated as an Appendix to this <br />report, As stated, the referenced WRC Feasibility Analysis with Addendum NO 1 has been <br />previously supplied to CWCB staff, <br /> <br />70-0SO.039P:REPORT <br />
