I I I I I I I I I I I I I I I I I I I SECTION I INTRODUCTION BACKGROUND Morrison had prepared a Feasibility Analysis of Water System Improvements, by WRC Engineering, Inc, dated November 1, 1994, This was supplemented by Addendum 1, prepared by WRC Engineering, dated November, 1995, That report was previously submitted to the Colorado Water Conservation Board and served as a basis for a loan commitment. The proposed initial project consisted of two systems: 1, Improvements to the raw water diversion facilities (Le, delivery of water to either the treatment plant or the existing Morrison Reservoir), 2, Utilization of Cooley Reservoir, including transmission/pumping to Cooley Reservoir, as well as withdrawal capacity, CWCS determined that the total investment required could not be funded, and approved proceeding with only the Part 1 improvements. Morrison later authorized preparation of a comprehensive Master Plan, Water Supply System, prepared by McLaughlin Water Engineers, dated September, 1996, This Master Plan was approved by the Town Board - and it was agreed that the first priority of improvements would be the raw water diversion facilities (Part 1, above). However analysis showed that the existing gravity diversion should be maintained, rather than relocating the diversion dam and adding a raw water pump station, It is noted that the function of the now proposed raw water supply facilities is the same as those proposed in the WRC report, i,e, to deliver raw water, at a design rate, to either the treatment plant or the operating reservoir. To avoid repetitiveness, the September, 1996, Master Plan is incorporated as an Appendix to this report, As stated, the referenced WRC Feasibility Analysis with Addendum NO 1 has been previously supplied to CWCB staff, 70-0SO.039P:REPORT
