<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />------- <br /> <br />maintenance expense, Option B-1 obviously involves less O&M costs since no large pumping <br /> <br />station is involved. <br /> <br />A summary of WRC costs from Addendum 1 is: <br /> <br />Estimated Capital Cost - Alternative 0-1 <br />Estimated Capital Cost - Alternative 0-2 <br />Estimated Capital Cost - Alternative 0-1 <br />without 12-inch pipe replacement <br /> <br />$982,398 <br />$703,612 <br /> <br />$662,427 <br /> <br />The above compares to the cost estimate for proposed facilities (Items 1, 2, 3 & 5, Page IV-3 of <br />the Master Plan), The initial capital cost estimates for Alternative B-1 are lower than B-2 (0-2) by <br />approximately $155,000. <br /> <br />There is some risk involved since the existing diversion dam was constructed by the Corps of <br />Engineers, and exact design dimensions, reinforcing, and anchorages are unknown, The dam has <br />been in service since 1983 with no apparent structural problems. Preliminary estimates indicate <br />that, even if the existing diversion had to be replaced, the total cost would be no more than for the <br />alternative involving a new diversion (WRC Addendum Alternative 0-2 or Option B-2), <br /> <br />In conclusion, based on the preceding logic, MWE recommended retaining the gravity diversion <br />system; and the Town approved Option B-1 as part of the 1996 Master Plan and authorized <br />proceeding with the project as described herein, <br /> <br />IMPACTS AND PERMITTING <br /> <br />The present plan of utilizing the existing intake and pipeline route present essentially no new <br />impacts, Since the present point of diversion will not be moved, there should be no water <br />rightslflows impacts. All diversions will be made under existing adjudicated rights, with no revisions <br />foreseen. <br /> <br />The Corps of Engineers has been contacted regarding 404 permit requirements, Preliminary <br />indication is that construction can be undertaken routinely under a nation wide permit. <br /> <br />WATER METERS <br /> <br />The Town has agreed to calibrate all existing customer water meters and convert to billing under <br />a metered rate schedule, All new customers are required to have meters and will be on metered <br /> <br />7M80.039P:REPORT <br /> <br />11-4 <br />
