Douglas Reservoir

Douglas Reservoir is located on Dry Creek, a tributary of Cache LaPoudre River, in Larimer
County. The dam and spillway for this reservoir were rehabilitated in 1991. The reservoir is the
first reservoir mied through the Poudre Valley Canal and the inlet into Douglas can handle the
whole ditch. Water from Douglas Reservoir is exchanged with the Water Supply and Storage
Company (WSSC) as the reservoir does not discharge directly into canals utilized by the Windsor
Reservoir and Canal Company. Releases are normally 75 cfs to 125 cfs into Dry Creek which fills
WSSC Reservoir #4 and Long Pond through the Jackson Lateral. Water can be discharged directly
from Long Pond into the Larimer and Weld Canal. Water from Terry Lake, which also can
discharge into the Larimer and Weld Canal, is traded for water supplied to WSSC Reservoir No.
4 and Long Pond.

B.4. Windsor Reservoir No.8

Windsor Reservoir No.8 is the second reservoir located along and filled through the Poudre
Valley Canal. The reservoir inlet can handle approximately.225 cfs and the outlet can carry
approximately 135 cfs. The Poudre Valley Canal splits above No.8 and a portion of the water can
be diverted to Cobb Lake. Water from this reservoir is discharged into Elder Reservoir which
discharges into the Larimer and Weld Canal.

Windsor Annex No.8 is an equalizer for Reservoir No.8 and is not operated separately. This
reservoir is filled and discharges through a conduit that connects the two reservoirs. This conduit
is normally not controlled and the reservoir water level is the same as in No.8. The State
Engineer considers the two reservoirs as one and does not maintain separate water storage records.

I
I
I
I

B.S. Elder Reservoir

Elder Reservoir is located directly below Reservoir No.8 and is filled out of No.8. The outlet
on Elder can deliver approximately 135 cfs into the outlet canal which discharges into the Larimer
and Weld Canal. The discharge capacity is limited by the ditch below the reservoir which would
overtop if the outlet was discharging at maximum capacity.

B.6. Cobb Lake

I
I
I
I
I

Cobb Lake is filled through the Poudre Valley Canal on the east side of the reservoir and is at the
terminal end of the canal. This reservoir is the least used reservoir in the system and is the last
to be filled. The Poudre Valley Canal can carry approximately 200 cfs to Cobb and only about 125
cfs can be released due to constrictions in the downstream ditches. Approximately 75 % of the
water utilized out of Cobb is traded with the Water Supply & Storage Company and 25% is
diverted to the Eaton Ditch. Water Supply trades water out of Long Pond with maximum releases
of approximately 75 cfs.

Page IV-4
WR&C Feasibility Study
