For the 20-years of record shown, Cobb Lake had the least number of <br />years of being filled to capacity being filled 7 of 20 years. Big Windsor has been filled to near <br />capacity all but two of the years; Reservoir No.8 and No.8 Annex all but 3 years; and, Douglas <br />Reservoir all but 2 years. Douglas Reservoir was rehabilitated in 1991 and it can be seen from the <br />water records that the water level was drawn down during this rehabilitation and the Reservoir was <br />not filled to capacity that year. It is assumed that for others years that show the reservoirs drained <br />that they were actually drained by use of the water for irrigation. <br /> <br />Figure IV -6 through IV -10 are graphs of two years of water records which show a more detailed <br />history of the yearly water usage than that shown on the 20 year records. As the graphs indicate <br />the reservoirs are typically at their highest levels in the spring prior to the irrigation season and at <br />their lowest toward the end of the season. <br /> <br />B. <br /> <br />WATER UTILIZATION <br /> <br />B.l. General. <br /> <br />All of The Windsor Reservoir and Canal Company's reservoirs are irrigation storage reservoirs <br />that are filled from decrees from water derived from the Cache La Poudre River. All of the water <br />is utilized for irrigation purposes. <br /> <br />The Windsor Reservoir and Canal Company does not supply water directly to individual <br />stockholders for irrigation. The Company is a storage company that delivers water to the Larimer <br />and Weld Irrigation Company and the No.2 Ditch Company. Most of the water deliveries are <br />made to these two companies through the Larimer and Weld Canal and the Eaton Ditch. Some <br />exchanges take place such that deliveries are made to these two companies from reservoirs owned <br />by the Water Supply and Storage Company. <br /> <br />B.2. Poudre Valley Canal <br /> <br />The Poudre Valley Canal is used to divert water directly from the Cache LaPoudre River to fill <br />five of the six reservoirs owned by the Windsor Reservoir & Canal Company. No irrigation water <br />is released directly from this canal as it is the main supply ditch used only to fill reservoirs. All <br />irrigation water is discharged from the reservoirs to either the Larimer and Weld Canal or the <br />Eaton Ditch. These two ditches then supply the on farm laterals and feeder ditches. <br /> <br />In some years the Poudre Valley Canal is used intermittently with the earliest water deliveries <br />starting on April 1 with a more normal year beginning May 1. The ditch may run up to three <br />months with a normal year being 60 days at 225cfs to 350 cfs. The water rights owned by the <br />Windsor Reservoir and Canal Company are from the Cache LaPoudre River, however, water can <br />be delivered through the Poudre Valley Canal from Horsetooth Reservoir and from the North Fork <br />of the Cache LaPoudre River. The water from Horsetooth is traded and exchanged within the <br />Cache LaPoudre system and the water from the North Fork is delivered to The North Poudre <br />Irrigation Company. <br /> <br />Page IV-3 <br />WR&C Feasibility Study <br />
