<br />- <br /> <br />,a <br /> <br />I NTRODUCTI ON <br /> <br />A. llackground <br /> <br />In February of this year, the U, 5, Soil Conservation Service completed a <br />preliminary engineering report for the Farmers Extension and the Highland <br />Lake Lateral Ditch Companies. This report recommended substantial improve- <br />ments and gave prel iminary construction cost estimates for these improvements. <br />The Soil Conservation Service is prepared to provide the design services for <br />the improvements. However, the Colorado Water Conservation Board is the <br />potential funding agency for the project and they require an engineering <br />feasibil ity study be performed prior to funding. Therefore, the Farmers <br />Extension and the Highland Lateral Ditch Companies have requested proposals <br />from engineers for the completion of the required feasibility study. This <br />information will provide all parties involved with this project with the <br />appropriate data to critically evaluate proposed improvements. <br /> <br />B. Intent of Proposal <br /> <br />The intent of this proposal is two-fold: <br /> <br />1. To outline in detail the approach and scope of work necessary to <br />complete the feasibility study for the 8.5 miles of ditch improve- <br />ments, <br /> <br />2, To describe the qualifications of our firm relative to the <br />performance of the work outlined and to present resumes of <br />personnel who will be involved with the project. <br />
