RESOLUTION OF APPLYING ORGANIZATION

The purpose of this study is to evaluate the overall condition of the Highland

Lateral and Farmers Extension Irrigation Ditch and determine the best method of

rehabilitation. Funds are available from the Colorado Water Conservation Board

(CWCB) in the form of a loan and from Agricultural Stabilization and Conservation

Service (ASCS) in the form of a grant. CWCB will provide funds for ditch re-

habilitation annually in amounts equivalent to those granted by the ASCS. This

year there is slightly more than $275,000 available for rehabilitation. The

total grant to be given by ASCS is 1.2 million dollars and will be matched by

CWCB. A small amount may be provided directly by the Highland Lateral and

Farmers Extension Ditch Companies. But, for the purpose of this report" only

CWCB and ASCS funds of 2.4 million dollars will be used in our evaluation. For

the purpose of this study, we have determined through an amortization schedule,

yearly funds affordable to ditch boards. Therefore, the following is a schedule

of yearly rehabilitation funds which will hopefully be available.

There is no guarantee by ASCS that funds from them will be available. CWCB funds

are supplied on a matching basis, thus lack of funding from ASCS would also mean

that support would not be available from CWCB. Schedules will have to be revised

accordingly should this occur,

The CWCB will provide 1.2 million dollars in loans over the next seven (7) years,
