A <br />copy of the Georgetown Charter is found in Appendix A. <br /> <br />Georgetown is located 45 miles west of Denver, in clear Creek County. The Town's existing water <br />supply is provided by a water right in Leavenworth Creek dated 1866. Raw water facilities, built <br />over the past 100 years, consist of a diversions on Leavenworth Creek and South Clear Creek, the <br />Town Reservoir, and a raw water pipeline to the filtration plant. These facilities are shown on the <br />map on page 3. <br /> <br />The Town has 488 water taps. There are 388 residential customers, 68 commercial customers and 32 <br />other customers. <br /> <br />Project Service Area <br /> <br />The service area for the Town of Georgetown coincides with the Town itself. See map, page 3. <br /> <br />Need for the Project <br /> <br />The Town of Georgetown owns two water rights in Leavenworth Creek - South Clear Creek. These <br />water rights are out of priority an average of 75 days per year, based on a 1990 Water Rights <br />Evaluation conducted by MWE for a period of record from 1950 to 1985. (See Appendix E.) <br /> <br />During the period from about November 10 through March 20, Georgetown's 1/10/1866 <br />appropriation is in priority; however, during the remainder of the year this water right is subject to be <br />called out by downstream appropriators with more senior water rights. During a dry year similar to <br />1954, Georgetown's water right could legally divert for only a few days during the summer under <br />strict administration by the State Engineer. Raw water storage consists of the Town Reservoir with <br />capacity of 0.286 acre feet, amounting to less that a 1 day backup supply. The Town needs to <br />acquire water rights to support existing domestic requirements. <br /> <br />Georgetown may also need to acquire water rights to augment losses due to evaporation from <br />Georgetown Lake, located below the Town, on Clear Creek. The State Water Commissioner has <br />estimated that annual evaporation is about 90 acre feet. However, it has not been determined with <br />certainty that Georgetown is indeed responsible for this evaporative loss, and this issue will not be the <br />basis of need for this project. Refer to Appendix Band C. <br /> <br />According to the most recent census data available, the population of Georgetown is 923. Assuming <br />a population of 1000, the estimated in-house use amounts to 0.1 MGD (l00 gpd/person) or 112 acre- <br />feet per year. <br />
