COLORADO 110222
PHONE (300) 7~1-llS8(I

July 12, 1978

Mr. Nick Ioannides
Supervisory Water Resources Engineer
Department of Natural Resources
State of Colorado
l313 Sherman Street
Denver, CO 80203

Dear Mr. Ioannides:

In response to recent conversations with you and Mr. John Fetcher of the
Upper Yampa River Water Conservancy District, International Engineering
Company (IECO) is pleased to submit this proposal for geologic and engineer-
ing review of the Yamcolo Project.
"
We understand that your primary concern is to verify the long-term stability
of the dam abutments and the reservoir shoreline slopes. A secondary interest
expressed by Mr. Fetcher was in a "constructibility" review of the overall
design to minimize construction cost and time. Under these circumstances,
we recommend a staged review which will establish a logical sequence for our
work and that will minimize the cost by limiting services to those essential
to an adequate review.

I

Phase I, Geology Review, is intended to establish the important geologic char-
acteristics of the abutments and reservoir shoreline with respect to long-
term stability. The conclusions reached will determine the need for Phase II.
The geology review will be performed by Dr. Charles S. Robinson, consulting
engineering geologist of Golden, Colorsdo. Dr. Robinson is well qualified to
perform this evaluation as he has some thirty years of geologic experience
in the Rocky Mountain region and is particularly familiar with the area in
which the project is located. He has pnrticipnted with IEGO on past projects
in Colorad0.

I

I

Phase II, Design Review, is intended to evaluate the compatibility of the
dam design with any geologic problems defined in Phaae I and to develop
specific recommendations for corrective design modifications, if considered
necessary. This phase will be performed primarily by Mr. J. L. Jordan, prin-
cipal engineer in IECO's Denver office. Mr. Jordan has more than twenty years
of engineering experience, predominantly in design, construction, and safety
review of embankment dams.

I

I

I
