..,f" . . ,', Contract: Tudor Engineering Company January 1, 1982 EXHJBIT B SCOPE Of SERVICES Introduction S.B. 439, 1981 Session, authorized the Colorado Water Conservation Board (hereinafter referred to as the State), to conduc~ a feasibility study on the Cache la poudre Project--"An integrated project upstream of the town of Fort Collins on the Cache la poudre River" (see section 7 of the Bill). Study Objective The objective of the study is to identify and evaluate, at a reconnaissance level of detail, the engineering and economic feasibility of possible alternative storage projects consisting or one or more storage facilities and any associated hydro- electric facilities for the further development and improved management of the waters of the Cache la poudre Basin. Study Area The study shall examine such storage facilities and integrated combinations thereof as would be located on the mainstem of the Cache la poudre River or its tributaries upstream from the City of Fort Collins. In evaluating the potential for and use of such projects, consideration shall be given to the condition and utility of existing water storage and conveyance facilities. Conduct of the Study The study shall be carried out by the Contractor under the general guidance and direction of the State. In carrying out the study, the Contractor shall perform the major activi~ies specified below. Although listed sequentially, it is understood that some activities will be carr{ed out simultaneously and that some activities will be iterative. The Contractor will coordinate work activities to insure efficient and timely completion of all project tasks. The Contractor shall make every possible use of existing data and information before performing any original data collection, analyses or field work. Field work shall be minimized. Core drilling will not be performed unless approved in advance in writing by the State.
