<br />. <br /> <br />. <br /> <br />conditions reservoir demand curves will be determined on the <br />basis of National Weather Service extended precipitation <br />forecasts, The projections will be updated monthly through July <br />to incorporate revised runoff forecasts, precipitation forecasts, <br />and reservoir levels at the time of the updates, <br /> <br />The operating plan developed is intended to serve as a guideline <br />for system operations and a tool for planning, The operations of <br />the systems will remain under the control of the ditch companies. <br /> <br />In conjunction with the development of the demand-based system <br />operating plan, Boyle will review the bylaws of the ditch <br />companies to determine whether any possible operational <br />improvements will be in violation of the existing bylaws, If <br />appropriate, tentative recommendations of changes to the <br />company bylaws may be made to allow system improvements <br />which will increase efficiency of operation of the ditches and <br />reservoirs, It will be the responsibility of the ditch companies and <br />their legal counsel to verify the need for any changes and make <br />the necessary modifications, <br /> <br />A brief summary memorandum (5 pages) will be prepared <br />describing the procedures used in the model and presenting the <br />results obtained, <br /> <br />Boyle will conduct a single workshop (see Task 5) to be held in <br />Norwood to present the concepts of the demand-based system <br />operating plan and to make suggestions for system operational <br />improvements, The workshop will be conducted for the Boards of <br />Directors of the ditch companies, <br /> <br />Products: <br /> <br />o <br /> <br />Demand-based system operating plan and suggestions on <br />system operational modifications, <br /> <br />. <br />o Tentative recommendations on bylaw revisions to allow <br />implementation of improvements, <br /> <br />o Summary memorandum describing the procedures and <br />presenting the results, <br /> <br />3) WATER MARKETING MECHANISM <br /> <br />Puroose: <br /> <br />Assist in formulating potential water marketing mechanisms which <br />might be implemented by the ditch companies, <br /> <br />Methods: <br /> <br />Boyle personnel will assist CWCB and ditch company personnel <br />in formulating potential water marketing mechanisms, The <br />assistance will be in the form of discussions with ditch company <br />personnel to result in a set of recommendations by Boyle, <br /> <br />4 <br />
