~)

,,)

14) OPERATION STUDIES

Puroose:

Methods:

Products:

Investigate the reliable yield of an enlarged Lilylands Reservoir.

The operation of an enlarged Lilylands Reservoir in combination with the
selected canal size will be simulated using the reservoir operations
program used in the previous phase of the study, The approximate size
of the en'arged reservoir which would most likely satisfy capital cost
selection criteria (see Task 16) will be selected on the basis of information
developed in Phase I ' Extended investigations. Area-capacity and flow
data developed as described in Tasks 13 and 14, respectively. will be
used as input to the model. The 1951,1983 period of study will be used
to perform the evaluation, The cropping pattern and water demands
used for the Phase I,Extended investigation will be used for this analysis,
Yield will be defined using the 80 percent reliable, full-season water
supply criteria defined in the Phase I-Final Report, Baseline yield will be
the 1400 AF /YR value reported in the Phase I ' Final Report.

The operation studies are assumed, for the purposes of estimation, to
consist of evaluation of the reliable yield of the initial reservoir size and a
subsequent refinement of the reservoir size based on the information
developed during this analysis,

The selected reservoir size and a reliable yield (AF jYR) estimate for the
selected reservoir enlargement and intake canal size,

15) COST ESTIMATES

Puroose:

Methods:

Products:

Estimate the costs associated with the reservoir enlargement and
construction of the intake canal.

Costs will be estimated for the selected size of the Lilylands Reservoir
enlargement and for the selected intake canal size at a pre-feasibility level
of detail. Construction costs will be estimated on the basis of preliminary
designs, information from available reports. the topographic and
geotechnical data developed by the BOR, unit costs developed from
telephone contacts with local contractors (limited to two). and
manufacturers quotations for mechanical features adjusted for
install.ation, A contingency of 25 percent of construction costs to account
for approximations in estimates and uncertainties in conditions will be
included, An amount equal to 20 percent of the sum of construction and
contingency costs for engineering and administration will be added to
these costs to estimate total capital costs, All costs will be calculated at
April 1988 levels to facilitate comparison with the work reported in the
Phase I . Final Report. No consideration of future inflation will be
included,

A total capital cost estimate for the selected reservoir enlargement and
intake canal size,

9
