<br />.-----.-- ------..........-.--.--------------------.-- ----- --. -.-..-....- -.- ---.------..-..- ..-.-.....- <br /> <br />On December 22, 1983, the USBR published an operating policy for Green Mountain <br />Reservoir (Federal Register Vol, 48, No. 247) with a provision that releases from the 100,000 af <br />power pool would be made available without charge to make up natural water shortages fo~ those <br />irrigation and municipal uses perfected by use prior to October 16, 1977. Releases for these <br />purposes are not to exceed 66,000 af per year. The remaining water from the power pool would be <br />made available for use on the western slope, through "water sales", The amount of water sales and <br />the analysis of their impact are described in the Draft Water Marketing Program Environmental <br />Statement issued by USBR in June 1985, <br /> <br />3,3 <br /> <br />WATER RESOURCES UTILIZATION <br /> <br />Water availability for the various reservoirs analyzed as potential Joint-Use Reservoirs or <br />components of the Green Mountain Exchange Project was evaluated under three levels of water <br />utilization in the basin: the existing level of use and two future levels of use, Each of these three <br /> <br />- <br />levels reflects increased development in the basin over present (1986) use, <br /> <br />In all three operating scenarios, the major projects to be operated and their average annual <br />target demands were established by the Authority in consultation with the DWB and the CRWCD, <br />Demands used in the operating simulations for all three development scenarios were furnished by <br />the DWB for their Fraser River, Williams Fork and Blue River diversion systems for operation both <br />with and without the Green Mountain exchange. These demands assumed construction of Two <br />~ <br />Forks Reservoir with a storage capacity of 1.1._,million af. Demands for the proposed Rock Creek <br />Reservoir, Indian Creek Reservoir, reformulated West Divide Project and Red Cliff Project were <br />furnished by the CRWCD, <br /> <br />Existina-Level Use <br />The Existing-Level Use Scenario consists of operation of the Colorado River basin under its <br />1983 level of development with several exceptions. The exceptions, which consisted of expanded <br />--- <br />demands in all cases, fall into two general categories of use: 1) increased diversions by existing <br />systems which are not presently operating at their full capacity; and 2) diversions by project features <br />or proposed facilities which are not yet constructed.
