One important advantage of the <br />develogn:ent at the Yamcolo site is the flexibility it provides <br />for trade-offs as future demands charge. For exampie, under <br />the presently proposed allocation, the emphasis is on meeting <br />ir,uninent M& I needs and not developing irrigation to its fu11 <br />potential. At the end of the 40-year payout period the <br />industrial need may no longer exist and irrigation can then be <br />expanded to its maximum potential. <br />Reservoir Operation <br />Hecause of short term irregularities in stream flow, there <br />is presently considerable difficulty ir.volved in proportioning <br />stream flow to the many different ditches. The construction of <br />a reservoir near the diversion point for these ditches will <br />regulate the stream and make possible greatly improved efficiency <br />in the operation of all ditches in the project area. <br />Reservoir operation will be controlled by a continuous <br />stage recorder on the reservoir and Parshall flumes below the <br />outlet works to measure releases. A minimum flow of 12 second <br />feet will be provided at all times below the dam for fish <br />propagation and for stream supplementation. In general, the <br />reservoir will fill during winter and spring:, normally reaching <br />its rated storage capacity in May or June. Tables in APPENDIX B <br />present the proposed operation schedule of the reservoir for <br />the period of record (1953-1974). Figure 3 presents essentially <br />the same information for a ten year period which includes the <br />driest year (1966) and the wettest year (1957) at the proposed <br />reservoir site for the period of record. Table 16 shows the <br />reservoir operation under average stream flow conditions. The <br />operation for water year 1959 - 1960 follows the average closely. <br />Included on the operation schedule are the reservoir inflow and <br />release patterns.
