It should also be <br />recognized that the above classifications were limited either to <br />partially irrigated or non-•irrigated lands, and that in general the <br />best lands tend to be developed first. Therefore, the irrigation <br />service area of the present project should tend to have a higher <br />percentage of Class 1 and Class 2 lands than the Cliff-Divide <br />classification. And although the criteria have changed since 1937, <br />the breakdown developed at that time for non-irrigated lands would <br />seem to be applicable to partial service lands in the oroposed <br />service area under current criteria.
