Design computations were refined, and
drawings prepared. A construction cost estimate was developed by
recalculating quantities and revising unit costs. The estimated construction
cost for rehabilitating Barnes Meadow Dam, including a 15 percent ~o~tingency,
is $308,495.

Total project costs were developed by adding the cost of the feasibility study
to the estimated cost for engineering and construction management, allowing
for cost escalation due to inflation, and computing interest during project
exec uti on. The total estimated cost to rehabi 1 i tate Barnes Meadow Dam, so
that it can operate to its full decreed capacity of 2,349 acre-feet of total
storage wi thout restri cti on, is $430,136. Thi s amounts to a uni t cost per
acre-foot of total storage of $183 and a cost of $306 per acre-foot of firm
annual yield. These unit costs are compared in the following table with the
estimated total costs to rehabi 1 itate Comanche, Peterson Lake, and Twi n Lakes
Dams computed in the 1986 feasibility studies for those three City dams.

--------------------------------------------------------------------------------------
--------------------------------------------------------------------------------------

PROJECT

UNRESTRICTED
STORAGE CAPACITY
(Acre-Feet)

ESTIMATED
TOTAL
PROJ ECT
COST ($)

430,136
1,724,286
756,312
824,425

UNIT COST
OF STORAGE
($ Ac-Ft)

183
656
604
1,792

UNIT COST
FIRM ANNUAL
VI ELD
($ Ac-Ft)

306
974
749
1,816

Barnes Meadow Dam
Comanche Dam
Peterson Lake Dam
Twin Lakes Dam

2,349
2,629
1,252
460

FIRM ANNUAL
VI ELD
(Acre-Feet)

1,406
1,770
1,01 0
454

--------------------------------------------------------------------------------------
--------------------------------------------------------------------------------------

Without sufficient carryover winter storage in the Cache La Poudre Basin, the
City needs an alternative source for supplementing its direct flow rights.
The City's direct flow rights total 12.5 cfs; however, the daily winter demand
has increased to 20 cfs. Al though CBT water is an alternati ve source in the
summer, it is not a viable option during the critical months of November
through r~arch.
