<br />Exhibit A <br />Grant for Proposed Feasibility Study of Long Hollow Reservoir and Red Mesa Reservoir Enlargement <br /> <br />. <br /> <br />. <br /> <br />5. Embanlanent Section, Internal Drains, Riprap and Instrumentation. <br /> <br />Alternative embanlanent sections will be developed based upon the <br />availability of borrow material. The embanlanents will be designed with <br />internal drainage features to control the phreatic surface in the embanlanent <br />and prevent piping of fine-grained soils through the embankment or . <br />foundation soils by seepage forces. Riprap will be provided for slope <br />protection and potentially as a lining in the spillway and energy dissipation <br />structures. <br /> <br />C. Evaluation of Alternatives <br /> <br />Embankment sections will be developed to provide adequate stability for steady- <br />state, rapid drawdown and psuedostatic earthquake loading conditions. <br />Embankment slopes will be determined based upon published literature. Formal <br />stability analysis using a limi t equilibrium computer program will be conducted <br />during final design. <br /> <br />Based on study results, appraisal level designs, cost estimates, water operation <br />modeiing, water yield estimates, environmental and financial analyses, and local <br />consultation, a broad range of alternatives will be formulated and evaluated in <br />order to assess tradeoffs among various plans, including, but not limited to, costs, <br />water provided, financing, environmental and local issues. The availability of <br />up front funding and annual revenues from water users benefiting from the <br />additional water will be estimated. The estimates will be used in the economic <br />analysis in assessing the feasibility and identifying differences among the <br />alternatives. <br /> <br />Alternatives will be evaluated using "Factors for Planning Studies" in Appendix <br />B of the CWCB guidelines, as well as any other factors developed in consultation <br />with the CWCB and other entities. The alternatives will be presented to interested <br />entities; at La Plata River basin coordination meetings and possibly public <br />meetings for discussion and comment. There may be one or two iterations of <br />presentations to address various alternatives. This information will be combined <br />with data on the project yields, environmental and/or cultural impacts, financing, <br />regulatory requirements, and any special technical problems to evaluate the <br />alternatives. Quantities will be estimated and unit costs will be developed to <br />provide costs of each alternative. The alternative plans will be evaluated by the <br />District, CWCB, involved entities, and staff in an iterative process until all of the <br />appropriate alternatives have been evaluated. A preferred plan will be developed <br />through this alternative analysis. The plan may include phases to meet present <br />and future water needs so that facilities are not constructed until those needs <br />develop. The plan will be selected by the District Board of Directors with input <br />from all of the involved entities and individuals. <br /> <br />Study Results and Report( s) <br /> <br />Results of the alternatives analysis will be'compared and the reasoning for selecting a <br />final configuration of the dam, reservoir and appurtenant structures will be presented to <br />
