The reservoir storage reports in Appendix D for eight of the water years between
1984 and 1993 tend to confirm this assertion.

The usual method of operation by the Labrouches is to utilize the direct flow rights early in the
irrigation season for the irrigation of about 680 acres and to use reservoir water later in the
irrigation season as strearnf10ws decrease and more senior flow rights downstream have priority
on the water.

5.2 HYDROLOGY

Vouga Reservoir is located in the Razor Creek Basin, a tributary of Tomichi Creek, which is a
tributary of the Gunnison River. The reservoir is the highest water diversion structure in the
Razor Creek Basin. No stream gaging records were found for Razor Creek.

A simple aerial correlation-type analysis was done for Razor Creek at the Vouga Reservoir site
with U.S. Geological Survey stream gaging records on Cochetopa Creek near Parlin and
Tomichi Creek at Sargents. The drainage areas, average annual runoff for the period of record
through 1995, and the calculated unit runoff figures for the gages on Cochetopa and T omichi
Creeks are summarized in Table 5-2.

TABLE 5-2
VOUGA AREA HYDROLOGY

Cochetopa Creek nr Parlin
Tomichi Creek at Sargents
* Record discontinuous.

Period of
1981-1995
1917-1995*

Drainage
Area
334
149

Average
Annual
35,200
45,960

Unit Runoff
105
308

Using the calculated average annual unit runoff for Cochetpa Creek near Parlin as a
conservative representation of runoff in this part of the Gunnison Basin and using the drainage
area of 37.2 square miles above V ouga Reservoir result in an estimated total average annual
runoff of about 3,900 acre-feet per year at the Vouga Reservoir site.

242161R1.DOC 02.12.97(3,08PM)1RPT

5-2
