The storage rights decreed to Vouga Reservoir are summarized in Table 5-1 along with the direct flow rights used for irrigation of the lands owned by the Labrouches in the Razor Creek Basin. All of these water rights have absolute decrees, and Razor Creek is the source for each. The rights are junior in the Tomichi Creek Basin, but, according to the Division 4 Engineer, V ouga Reservoir fills in most years in a very short period of time in the early months of the runoff season before a call would be placed by other rights lower in the basin. The full capacity of the reservoir is thus generally available for use under the Vouga decrees.
