The dam is located in the northwest 1/4 of the
northeast 1/4, and the northeast 1/4 of the northwest 1/4 of Section 8, Township 47 North,
Range 3 East.

4.2 VOUGA DAM SERVICE AREA

The water stored in V ouga Reservoir was historically used to irrigate approximately 1,500 acres
of crop lands downstream from the reservoir. All of the water is used on land owned by the
shareholders or former shareholders ofVRA.

4.2.1 Physiography of Service Area

The irrigated areas are located primarily on gently sloping valley bottoms along Razor Creek.
The soils in the area belong to the Parlin-Lucky-Hopkins associations. The soils are generally
classified as deep and moderately deep, moderately sloping to steep, well-drained channery
loams and gravelly sandy loams on hills, mountains, ridges and benches. The irrigated area is
generally classified as Duffson-Spring Creek loam and Parlin-Hopkins channery loam (USDA
1975).

4.2.2 Climate

Low rainfall, short frost-free periods, and low winter temperatures limit the survey area largely
to the production of native hay, forage grasses, and woodland products. Irrigation is needed to
maintain adequate moisture for hay and pasture grass during periods of low rainfall.
Topographic differences cause wide extremes of climate, both locally and throughout the

242161R1.DOC 02-12-97(3,08PM)/RPT

4-1
