This information is summarized in <br />Table 2-1. An analysis of population growth rates is contained in the General Plan <br />Update, 1986, Land Use Element (Land Use Element) developed by Cityscape Urban <br />Design. In addition, the 208 Areawide Water Quality, 1988, Update (208 Plan Update) <br />also contains population projections through the year 2010 for the City, <br />Population estimates for the 20-year period spanning 1995 through 2015 are <br />summarized in Table 2-2. For the Land Use Element population projections, a 1990 <br />population of 5,159, was used based on official Census Bureau estimates, An annual <br />population growth rate of 3.25 percent was then used to calculate future populations, <br />This growth rate was determined in the Land Use Element and was expected to be <br />representative of population growth rates in the future. Based on the 3.25-percent <br />growth rate, the City's projected population for the year 2010 is 9,780 and for the <br />year 2015 is 11,480, The 208 Plan Update projects a more conservative estimate of <br />8,130 for the year 2010. Extrapolating the 208 Plan Update projections for an <br />additional five years results in a year 2015 projected population of 8,870. Both the <br />Land Use Element and 208 Plan Update population projections are plotted on <br />Figure 2-6. <br />For planning purposes, the 208 Plan Update projections have been used to <br />estimate future water demands, These projections have been approved by the <br />CDPHE for wastewater facilities planning and were used by the City to size its new <br />wastewater treatment plant (WWTP). To retain planning consistency, the same <br />projections were used to plan for the new surface water distribution facilities. New <br />land use and population projections will be developed in 1995 as part of the City's <br />comprehensive master plan update, <br /> <br />3. Water Demand Projections <br />According to the Water Service Plan prepared by RBD, Inc., the City of <br />Fort Lupton has historically had one of the highest per capita water consumption <br />rates along the Front Range, It is believed that the high per capita demand <br />has resulted from the fact that the cost of water has generally been relatively low and <br /> <br />25325,100; 12107/94 <br /> <br />2-6 <br />
