Location <br />The City of Fort Lupton, Colorado, the majority of which is located above the <br />flood plain on the east bank of the South Platte River, is on U.S. Highway 85 north <br />of Denver and south of Greeley as shown on Figure 2-1. Completion of the new <br />Denver International Airport in early 1995 and the proposed Highway E-470 is <br />projected to have a significant impact on both the area northeast of Denver and in <br />the Fort Lupton area as growth is expected to occur around and along this corridor. <br />The boundaries of the current Fort Lupton city limits and service area, along with <br />the City's master planning area, are shown on Figure 2-2, The boundaries of the <br />master planning area include the maximum area the City anticipates providing with <br />services in the foreseeable future. These boundaries are larger than those shown in <br />the Land Use Element of the City's 1973 General Plan Update, The boundaries have <br />been expanded to account for growth patterns that have evolved since the Land Use <br />Plan was developed, the Thermo cogeneration plant, and potential new development <br />that has been discussed and proposed to be served by the City, <br /> <br />B. Environmental Resources Present <br />An environmental assessment for the area that will be impacted by the <br />Fort Lupton surface water project has been previously prepared and is presented in <br />the September 1993 Environmental Assessment for Fort Lupton, Colorado Water <br />Supply and Treatment Project. That report was prepared for the federal Farmers <br />Home Administration in support of the $19 million loan/grant for which the City has <br />applied for its surface water treatment and supply project. The following paragraphs <br />provide a general overview of the environmental resources that are present in the <br />project area and summarizes some of the information contained in the environmental <br />assessment. <br /> <br />1. Physiography, Topography, Geology, Soils, and Land Use <br />The City is located in Weld County and includes parts of Range 66 West, <br />Townships 1 and 2 North and Range 67 West, Townships 1 and 2 North.
