<br />il <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />. <br />'. <br />. <br />,I <br />:. <br />II <br />II <br />II <br />II <br />I <br />I <br /> <br />system, and addressed and analyzed scenarios for meeting the water demands of a <br />new 272-megawatt, gas-fired cogeneration plant and an associated thermal-use facility <br />(a 20-acre greenhouse) owned by the Thermo Cogeneration Partnership (Thermo), <br />a privately-owned power producer. <br />Based on the recommendations in the Hydraulic Analysis, a second study was <br />performed to determine the feasibility of increasing the capacity of the City's five <br />operational wells to their legally decreed amounts. This second study titled Well <br />Improvements Study, City of Fort Lupton, Colorado (Well Improvements Study) was <br />completed in June 1992. The conclusion of the Well Improvements Study was that <br />the City could increase the capacity of all five wells to their legally decreed capacities. <br />This conclusion was based on aquifer yield and not water quality. The Well <br />Improvements Study identifies that nitrate levels in the wells could increase as the <br />capacity of the wells is increased and that treatment and/or blending with another <br />water supply/source could be required, The Well Improvement Study identifies that <br />treatment may also be required to bring tetrachloroethylene (PCE)-contaminated <br />wells back on-line if alternate water supplies cannot be developed. The study <br />cautioned that drought conditions could result in a decrease of well production, <br />On a regional basis, the NCWCD is developing a project that will deliver <br />untreated surface water from Carter Lake to Broomfield and also extend the project <br />to the Fort Lupton area, Three reports have been prepared for the surface water <br />project. The first, prepared by James M. Montgomery Consulting Engineers, Inc. <br />(JMM), titled Preliminary Design Report for the Southern Water Supply Project Carter <br />Lake to Broomfield was finalized in February 1992. This report studied routing <br />alternatives for a raw water pipeline from Carter Lake to Broomfield. A second <br />draft report, also prepared by JMM, titled Preliminary Design Report for the Southern <br />Water Supply Project Fort Lupton Pipeline, was completed in January 1993. This <br />report analyzes raw water pipeline routing alternatives to an area just northeast of <br />Fort Lupton at Riley Mound. The third report, prepared by the United States <br />Bureau of Reclamation (BOR) was an environmental assessment for the raw water <br />pipeline project. The BOR issued a Final Environmental Assessment Southern Water <br />Supply Project in June 1993. A Finding of No Significant Impact (FONSI) was issued <br />for the environmental assessment in July 1993, The Colorado Department of Public <br />Health and Environment (CDPHE) has mandated Fort Lupton contract with the <br />NCWCD to provide raw water as part of the CDPHE's enforcement order.
