<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />'. <br />I: <br /> <br />Unfortunately, the drought conditions in southern Weld County have caused the <br />production of Fort Lupton's five municipal water wells to decrease by approximately <br />25 percent over the past two years. This condition combined with growth and record <br />water demands caused by one of the hottest and driest summers on record resulted <br />in a serious situation in the City during the summer of 1994. On June 28, 1994, the <br />City depleted its emergency storage reserves due to record demand and had to <br />aggressively enforce mandatory watering restrictions during the months of July, <br />August, and September, If the aquifer in Fort Lupton does not rise significantly <br />during the next six to seven months, the City may not have a sufficient water supply <br />for the summers of 1995 and 1996. It is the two-year period between now and the <br />end of 1996 when surface water is scheduled to first be delivered to the City with <br />which Fort Lupton is concerned. <br />The purpose of this study is to determine a way in which to develop the water <br />resources required to meet the summertime demands of the City for the next two <br />years and to accommodate managed growth in accordance with the policy directions <br />of the Fort Lupton City Council. <br /> <br />B. Previous Studies <br />The General Plan, Town of Fort Lupton, Colorado (General Plan) was developed <br />in 1968 and updated in 1973. Since 1973, Fort Lupton has grown and changed its <br />designation to become the City of Fort Lupton. <br />In 1987, the Fort Lupton City Council adopted the energy impact studies <br />performed by RBD, Inc. These studies updated the General Plan and provided new <br />planning directives, The energy impact studies included the Land Use Element, <br />Water Service Plan, Wastewater Service Plan, and Fiscal Analysis, <br />In May 1991, Black & Veatch finalized the City of Fort Lupton, Colorado <br />201 Facilities Plan (201 Facilities Plan). This study updated the population and <br />wastewater flow projections contained in the energy impact studies and developed <br />new wastewater treatment recommendations. The facilities recommended by the <br />201 Facilities Plan were completed in June 1994. <br />In November 1991, Black & Veatch prepared the City of Fort Lupton, Colorado, <br />Water Distribution System Hydraulic Analysis (Hydraulic Analysis). This report <br />determined the optimum location for the City's new 1.0-million-gallon storage <br />reservoir (constructed in 1992), examined the distribution system costs and <br />modifications for connecting a potential new treated surface water supply to the City's <br /> <br />25325,100; 12/09t94 <br /> <br />1-2 <br />
