The eompany has <br />also applied for a Construction Fund Authorization to complete Phase II rehabilitation of the <br />ditch by spring 1998. They are requesting a $100K Small Project loan, and a $230K <br />Authorization from the eonstruction Fund. <br /> <br />The Excelsior Ditch fell into disrepair under previous ownership. The diversion washed out, <br />the ditch was allowed to fill with silt, and a portion of the ditch was farmed over. Wells were <br />used as an alternate source of irrigation water within the historic service area. <br /> <br />Under new rules adopted on the Arkansas River, the consumptive use of all non-exempt wells <br />must be fully augmented. For this reason, the Company has undertaken a project to rehabilitate <br />the Excelsior Ditch, and to add groundwater recharge facilities. <br /> <br />Small Project Loan: Phase I of the rehabilitation consists of work necessary to place the ditch <br />back in normal operation. The Excelsior Irrigating eompany has already expended $253K to <br />excavate the ditch, install culverts, and complete preliminary work on the river diversion <br />structure. Remaining work consists of building a diversion dam on the Arkansas River, and <br />installing a gaging station on the ditch at 36th Lane, at an estimated cost of $136K. The $IOOK <br />
