The plan, as well as the State Engineer <br />review, must be included in the study. <br /> <br />d. A contract must be completed before funds can be advanced on vour loans. You will <br />be working with Jan Illian during the contracting process, which usually takes 3 to <br />6 months to complete. Jan will assist you with sample stockholder resolutions, and <br />other documents necessary as part of the cOl).tracting process, Contracting for the <br />Small Project loan can proceed nOW, subject to the requirements of this letter. <br />Contracting for the Phase II loan can be completed after the Construction Fund Bill <br />is signed, around June I, 1997. <br /> <br />e. You must adhere to the CWCB Design and Construction Administration Procedures. <br />Mike Serlet will work with you on the CWCB requirements concerning design and <br />bidding of the construction project. During the construction process Mike will make <br />field inspections, which will be the basis of the monthly pay estimates for <br />disbursements of your loan funds. Our guidelines require that the project be designed <br />by a Professional Engineer.
