"

}

.

.

Exhibit A

Scope of Work for cess System Integration Maintenance
Riverside Technology, inc.
October 22, 2001

Introduction
The goal of this work is to provide maintenance activities from October 2001 to July
2002 in order to sustain existing CDSS (Colorado's Decision Support Systems)
components at production level, enhance the system in response to technology
changes and user requirements, increase access and use of the CDSS, and provide
maintenance training to State personnel.

Riverside Technology, inc.(RTi) has been the system integration contractor on each of
the existing CDSS projects (Colorado River DSS [CDSS] and Rio Grande DSS
[RGDSS]) and is currently also working on the South Platte DSS (SPDSS) feasibility
study. In this role, RTi has played a major role in the implementation of the relational
database (HydroBase), first in INFORMIX and Microsoft Access, and more recently in
SQL Server. RTi has also been involved in the processing and use of GIS (Geographic
Information System) data. As the system integrator for the CDSS projects, one of RTi's
main responsibilities has been to develop software applications to promote a data-
centered system. These applications link to the database where appropriate and
consist of general viewing and analysis tools and applications to support modeling.
Applications are written primarily in Java and Visual Basic. The products resulting from
development by RTi, the CWCB and DWR, and other contractors are placed on the
CDSS web site, which is maintained primarily by RTi.

Approach

Since CDSS is a dynamic system, scheduled maintenance activities are difficult to
project, however, because of RTi's familiarity with the CDSS components, maintenance
activities typically do not require extensive learning curve or scoping and will be done
on as need basis only after agreement by the State's management team. In the case of
system enhancements, CWCB and DWR, contractor, or RTi personnel may identify a
need to make system enhancements to correct limitations or add new functionality. In
the case of support to the CWCB and DWR and contractors, issues are typically
brought to the attention of the State CDSS management team or directly to RTi. In the
case of support to external users, issues are typically brought to the attention of the
State CDSS management team, which forwards relevant issues to RTi. This approach
has successfully work for both the CRDSS and RGDSS projects.

K:IPROJECTSIA517 _RGDSSICDSSMaintScope2001IRTi_maintenance_GontracC2001_B.doc
Page 1 0
