In <br /> <br /> <br />the absence of acceptance of responsibility for the structure and subsequent maintenance <br /> <br /> <br />obligations, conditions have deteriorated to the degree that, for any entity to accept responsibility <br /> <br />at this point would burden the entity with a significant obligation to bring the structure up to SEO <br /> <br /> <br />standards or breach the dam. Events came to a head when the dam was inspected in 1997 by the <br /> <br /> <br />SEO. They recommended that a zero restriction be imposed on Monument Lake Dam due to the <br /> <br />failed condition of the spillway discharge chute and the poor condition of the dam. The zero <br /> <br />restriction has not been enforced. <br /> <br />C. Study Area and Existing Facilities Description <br /> <br />Monument Lake Dam is located on Momlment Creek, a tributary of Fountain Creek, just <br /> <br />southwest of the Town within the County. The dam is located in Section 15, Township 11 <br /> <br /> <br />South, Range 67 West of the 6th Principal Meridian. <br /> <br />Monument Creek originates on the eastern face of the Rocky Mountains northwest of <br /> <br /> <br />Colorado Springs and traverses 35.7 miles before. joining Fountain Creek at Colorado Springs. <br /> <br /> <br />From its source, the stream flows generally east for 8 miles descending from elevation 9,350 to <br /> <br /> <br />elevation 7, 100 at Palmer Lake, as shown in Figure ill-I. Monument Creek has a total drainage <br /> <br /> <br />area of238 square miles, of which 30.2 square miles contribute flows to Monument Lake. <br /> <br />The SEO Monument Dam identification [lumber is 100214. The dam is located in Water <br />Division 2, Water District 10.
