<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Chapter I - lntroduction <br /> <br />Monument Lake Dam is presently classifIed as a small Class II embankment dam by the <br /> <br /> <br />SEO, and is located in El Paso County and near the Town of Monument. Figure I-I presents a <br /> <br /> <br />project location map. The County owns Monument Lake Dam. Ownership will be transferred to <br /> <br />the Town pursuant to House Bill 1365 of2000. <br /> <br />The SEO considers the dam to be in very poor condition due inadequate spillway capacity <br /> <br /> <br />and tree growth on the embankment. The reservoir is presently under state restriction, with a <br /> <br />restricted pool of three feet below the spillway crest. On May 6, 1998 the SEO recommended a <br /> <br /> <br />zero-storage restriction due to the poor condition of the dam. This recommendation has not yet <br /> <br />been enforced but the SEO could do so at any tiwe. <br /> <br />The purpose of this feasibility study is to select a financially sound alternative to <br /> <br /> <br />rehabilitate Monument Lake Dam, which will enllble EI Paso County (County) and the Town of <br /> <br /> <br />Monument (Town) to ensure present and future public safety. Based on previous reports and site <br /> <br />inspections the following deficiencies of Monument Lake Dam, must be addressed: <br /> <br />I. Deteriorated outlet works; <br /> <br /> <br />2. Absence of outlet energy dissipating structure; <br /> <br /> <br />3. Unacceptable tree growth on dam embankment; <br /> <br /> <br />4. Inadequate protection from wave ,Iction on upstream face of dam; and <br /> <br /> <br />5. Spillway capacity inadequacy. <br /> <br />This report is based on the study prepared for the Town and County by Boyle Engineer <br /> <br /> <br />Corporation (Boyle) entitled Monument Lake Dam Study, dated September 1999. The study was <br /> <br /> <br />approved by the SEO on January 26,2000. A COPy of the approval letter is presented in <br /> <br />Appendix A. In December 1998, the County, in flssociation with the Town, authorized Boyle to <br /> <br /> <br />prepare the feasibility level design study, to address hydrologic and structural issues related to the <br /> <br />dam. As part of the study, Boyle was to perform the following tasks: <br /> <br />1. Background Research and Review. A thorough knowledge of previous studies <br /> <br /> <br />was augmented with published information, environmental documents and water <br /> <br /> <br />rights issues. <br /> <br />Monument Lake Dam Feasibility Srudy <br /> <br />1 <br /> <br />F.30VLE <br />
