Compile and analyze a list of major existing <br />transmountain diversion facilities and generate <br />schedules of probable future diversions by those <br />facilities. Adjust the water depletion factor to <br />reflect such future depletions above Una ReservoIr. <br /> <br />c. Compile a list of conditional decrees senior to Una in <br />Water Division 5 and classify those in terms of location <br />upstream or downstream of Una and as to storage or <br />direct flow rights. <br /> <br />d. Array these senior conditional decrees in descending <br />order of magnitude' and select, In consultation with <br />the State, cutoff criterIa to include approximately 90% <br />of the direct flow and storage amounts decreed. Exclude <br />all smaller decrees from further consideration. <br /> <br />e. Review and classify, in consultation with the State, the <br />conditional decrees into three groups as to their <br />probability of being perfected and their associated <br />potential depletions. These groupings will be included <br />in the alternative scenarios of storable flow at Una <br />Reservoir. <br /> <br />f. Review and classify, in consultation with the State, <br />Federal water claims in a manner similar to that used <br />for conditional decrees described above. The State <br />shall review and approve the information generated in <br />this step before it is used by the Contractor in the <br />study. <br /> <br />g. Determine, in consultation with the State, factors which <br />will affect the future administration of the river and <br />their potential Impact on future river flow available <br />for storage at Una. <br /> <br />h. From the results of steps b., e., f. and g. above, <br />compute the total net upstream river depletions and <br />senior downstream rights for each of three scenarios of <br />assumptions for senior conditional decrees and Federal <br />claims. By subtracting each of these total depletions <br />and downstream rights from the virgin flows at Una <br />Reservoir, compute the storable flow at the reservoir by <br />months, both with and without the use of the Placita <br />Reservoir decree, for the hydrologib record of <br />1950-1980. Also, compute required reservoir outflows to <br />meet downstream requirements based on data developed in <br />the preceding steps. <br /> <br />-8- <br />
