Task 4 - Overview of the Phvsical Environment Prepare brief overviews of the physical environment in the river basins through which the CRRP may be constructed for use as background information in later work tasks. 4a. Prepare overviews of the Colorado Main-Stem and Gunnison river basins' physical environment in relation to the following: I. Climate 2. Drought characteristics 3. Water quality 4. Recreational resources 5. Topography 6. Surface water resources" 7. Land use 8. Existing Infrastructure 9. Geology 10. Groundwater Resources 11. Vegetation 12. Energy/mineral resources (" Includes general characterization of current and projected uses of available water and physical and legal availability of water to the extent this information can be obtain from existing reports and modeling efforts.) 4b. Prepare an overview of the existing infrastructure and necessary infrastructure in the South Platte and Arkansas basins to deliver water from CRRP to those river basins. For the purposes of this study, it is assumed that it will be the responsibility of project users to deliver water from the project terminus to their respective delivery systems. Suggestions on the location or locations of the project terminus will be made. Task 5 Institutional Settinll Describe the institutional setting for water use and development in Colorado such that the information can be utilized in formulating and evaluating project configurations in Tasks 7 and 8 and in determining project selection and development strategies in Tasks 9 and 10. The general existing institutional settings related to the following issues will be summarized in memoranda approximately five pages or less in length: a) State, regional and federal agencies involved in Colorado water supply and water quality issues, b) Brief overview of applicable Colorado water law, c) Federal statutes, policies and regulations affecting water supply, Page 8 of 12 Contract SCOPE 5-1-03 BND
