Per CWCB direction, the Consultant will investigate only delivery systems that <br />physically deliver water to the South Platte, Arkansas, and Colorado River basins or <br />have identified potentials for delivery via exchanges with existing water users and <br />their systems. The Study will include statements to the effect that any potential <br />exchanges would need to be approved by affected parties and implemented in ways <br />to avoid or offset potential impacts to other vested water.rights and/or uses. <br /> <br />14. Environmental impacts will be identified conceptually and mitigation potentials will be <br />described in qualitative terms only. Cost allowances for environmental issues will be <br />included as a percentage of construction cost but the magnitude of this percentage may be <br />varied according to the different categories of CRRP alternatives. No specific habitat <br />impact assessments or potential mitigation plans will be developed at this level of study. <br /> <br />15. General water quality issues will be described as will the likely types of treatment. The <br />range of treatment options considered at a conceptual level will be: <br /> <br />a. Treatment levels to match the expected water quality in water bodies to which <br />the water would be delivered <br /> <br />b. Enhance to some level yet to be determined <br />General issues relating to brine disposal associated with each treatment option will also <br />be discussed. <br /> <br />16. All non-construction costs included in the development costs will be estimated as <br />percentages of the construction costs. <br /> <br />17. The short duration of the Study will require that CWCB staff will perform reviews of <br />Consultants task memoranda and work products as that work takes place and without <br />delaying the Consultant's work on that, or other, tasks. <br /> <br />18. Status reports for regularly scheduled CWCB Board meetings will be prepared by the <br />Consultant and presented by the CWCB staff supported by a representative of the <br />Consultant to answer specific questions. <br /> <br />19. A standard presentation summarizing the scope and conclusions of the Study will be <br />prepared by the Consultant for use at the November CWCB Board Meeting and other <br />meetings such as those of professional societies. <br /> <br />20. CWCB comments on the single draft Final Report will be provided within five business <br />days of receipt and all comments will be compiled into one copy of the report and/orone <br />comment memo and all internal inconsistencies among reviewers will be resolved prior to <br />submittal to the Consultant. The Final Report is anticipated to be approximately 100 <br />pages of text supported by one 24x36 inch color folded map and ten llx17 inch color <br />schematics. Printing costs for the 20 copies of the draft report and 200 copies of the Final <br />Report are expected to be in $7,OPO range and any costs beyond this budget will be <br />reimbursed by the CWCB through additional funding. <br /> <br />21. The short time frame for the Study and its large geographical area will require extensive <br />use of map studies and limited field reconnaissance and field verification of conditions. <br />Use of existing mapping will concentrate on public domain sources, but it is anticipated <br />that additional mapping will be required from commercial sources up to the allowances <br />included in the cost estimates. Expenditures beyond the estimated amounts will be <br />reviewed with CWCB staff and no expenditures beyond these amounts will be made <br />without prior approval of additional funding. <br /> <br />Page 6 of 12 <br /> <br />Contract SCOPE 5.] -03 BND <br />
