From the engineering standpoint, the plan of enlarging the Elkhead <br /> <br /> <br />Creek Dam and Reservoir, providing emergency water storage for the <br /> <br /> <br />Yampa Project requirement is sound and feasible. <br /> <br />2. Due to the nature of infrequent release for the power plant use, <br /> <br />the advantages to the State from a larger reservoir will exceed the <br /> <br />disadvantages which may result from the unoccasional variations in <br /> <br />reservoir level. <br /> <br />3. For all practical purposes, an increase of 24 feet in dam height <br />would provide an optimum construction for both the State and Yampa <br /> <br />Project. <br /> <br />8 <br />
