CONCLUSIONS AND RECOMMENDATIONS

Conclusions

1. Kelton Heights Water District's present distribution system cannot
provide adequate fire protection. Much of the system consists of
old 2-inch mains and cannot provide adequate pressure.

2. Because this proposed project replaces all 2-inch line, capital
construction and maintenance costs will be reduced and the project
is financialy feasible if adequate funds are available at low
interest.

3. With present inflation and increasing construction costs this pro-
posed project should be initiated as soon as possible.

Recommendations

1. That Kelton Heights Water District review this feasibility report,
ament it if required and adopt it as final.

2. That Kelton Heights Water District contact the Colorado Water
Conservation Board and inform them of their intent to proceed with
application for funds.

3. That Kelton Heights Water District perform all necessary actions
for application of funds and contract out for engineering services
as soon as funds are available.

4. Depending on the Administrative charge selected, Kelton Heights
Water District should take measures to adopt new water rates.
