<br />4.0 STUDY AREA DESCRIPTION <br /> <br />4.1 PHYSICAL SETTING <br /> <br />The SJWCD encompasses approximately 70,000 acres in Archuleta County, Colorado. The entire <br />area is located south of the San Juan Mountain range and on the east side of Wolf Creek Pass. The <br />District is contained within the drainage basin of the San Juan River, which at the Pagosa Springs <br />gage has a drainage area of 298 square miles and an average discharge of 274,600 acre feet per year <br />over the periods 1910 to 1914, and 1935 to 1990. Figure 4-1 shows the boundaries of the District <br />which fully contain the service area of: The Town ofPagosa Springs, the PAWSD, the Archuleta <br />Water Company, and portions of the South Ute Indian Reservation. <br /> <br />Pagosa Springs is located at elevation 7,11 O:!: feet above sea level. Temperatures range from 8r F <br />in the summer to _80 F in the winter, with an average temperature of 45.50 F. Average annual <br />precipitation is 19.53 inches, of which 9.5:!: inches occurs as snowfall (103:!: inches total) in the <br />winter. <br /> <br />4.2 ECONOMIC AND DEMOGRAPIDC INFORMATION <br /> <br />The statistics presented below have been obtained from the referenced sources and represent the most <br />current information available from such sources, as presented in the Preliminary Official Statement <br />dated September 1992 for $1,400,000 PAWSD G.O. Bonds. Economic and demographic statistics <br />specifically concerning the District have not been compiled by such sources; however, statistical <br />information relating to the surrounding area may be indicative of the general economic condition <br />which exists within the District. The statistics have not been adjusted to reflect economic trends, <br />notably inflation. <br /> <br />4.2.1 POPULATION AND MEDIAN AGE <br /> <br />Statistics compiled by the Colorado Department of Local Affairs, Division of Local Government, <br />indicate that Colorado's population grew significantly in the late 1970s and early 1980s as the state's <br />economy grew.
