<br />2.2.2 POWERS AND AumORITY <br /> <br />The rights, powers, privileges, authorities, functions and duties of the District are established by the <br />laws of the State of Colorado, particularly Article 45 governing water conservancy districts. The <br />District has the power to: appropriate or otherwise purchase (or sell) or hold title to water rights; <br />acquire, construct, or operate, control and use facilities within and without its boundaries necessary to <br />use water; borrow money and to incur indebtedness, and issue bonds or other evidence of such <br />indebtedness; refund bonded indebtedness; fix rates at which water shall be sold, leased or otherwise <br />disposed of; exercise the power of eminent domain and dominant eminent domain. <br /> <br />2.2.3 DUTIES AND RESPONSIBILmES OF OFFICERS AND DIRECTORS <br /> <br />An eleven member board of directors as fixed by the Court, has been authorized to govern the <br />District. Board members must be electors within the District boundaries. Vacancies will be filled by <br />the Court. The officers and the Board hold regularly scheduled monthly meetings. Special meetings <br />may be called when deemed necessary by the President of the Board or at the request of any two <br />Board members. All meetings are open to the public, except that by majority consent the Board may <br />enter into executive session. <br /> <br />At present the board of directors consists of only seven members.
