The Town shallprovidean account <br />of its income and expenditures and they will be provided within <br />the report. The 1974 audit will be included in the Appendix. <br />The existing water supply and distribution system shall be des- <br />cribed and a history of the system shall be included. <br /> <br />3. Existing and Potential Land Development: A service area map <br />shall be provided as outlined in Section 1 of the report, which <br />shall show the extent of existing development. An estimate will <br />be made of the potential development in the area, and incorpor- <br />ated into the overall design of project facilities. Service to <br />the ultimate development area will be discussed as well as the <br />effect of the project on land development in the area. <br /> <br />4. Water Supply and Utilization: Design requirements for water sup- <br />ply will be developed including the maximum hourly, daily, weekly, <br />and monthly use" both for existing development and ultimate pro- <br />jections. Any points of water loss will be estimated and includ- <br />ed. The physical availability of surface water will be discussed <br />using stream gage records and extrapolating them to the study <br />area locations. The groundwater available will be estimated in- <br />cluding a projection of future pumping levels and replenishment <br />characteristics. The groundwater investigation will include ad- <br />ditional evaluation as required by the CWCB staff. Water rights <br />will 'be investigated for Carbondale, both from a legal availa- <br />bility basis and an actual implementation strategy. The water <br />rights available will be listed along with priority date and the <br />acquisition and implementation developed showing the probable <br />yield of each right that is planned to be acquired. The yields <br />wi 11 then be compared to a summary of water requi rements to show <br />how supply meets the requirements. The existing physical and <br />chemical quality of both surface supply and ground water will be <br />investigated and discussed, particularly for those para~eters <br />requiring treatment for domestic consumption. <br /> <br />5. Plan of Development: Project phasing and coordination will be <br />discussed in this section, The present Economic Development <br />Administration Project will be thoroughly outlined, and the second <br />phase project will be justified and integrated with the present <br />project. Water resource requi rements wi II be discussed and im- <br />plementation strategy determined. Design criteria for both ini- <br />tial and ultimate development will be established for supply <br />treatment, storage, and distribution facilities. Construction <br />technology and easement acquisition wi II be discussed briefly. <br />
