Proposal - Enginel~g
Proposed Coffintop Dam
June 8, 1981

Geologic Feasibility Study
and Reservoir Site

.

Page 3

Limitations
This proposed investigation shall not include (1) the digging or
excavation of any pits, trenches, or adits; (2) the determination of any
geophysical responses; (3) the testing of any soil or rock samples; (4)
in situ testing of soil, rock, or the hydrologic environment, except that
the latter will be tested in a very preliminary way; (5) quantitative
analyses relative to bearing capacities, hydrologic regimes, slope
stability, or similar testing and calculations.

Exploratory drilling will be limited to 3 or 4 bore-holes that
provide NX size core. These holes are planned to be drilled along the
axis of the proposed dam, each to a target depth of 200 feet. In order
to obtain preliminary data on rock mass permeability, a' total of five
packer tests are planned to be conducted in each hole. The three-
dimensional, anisotropic hydraulic conductivities of the rock mass will
not be assessed by these pre 1 imi nary tests.

In addition, this investigation shall not address the engineering
geologic feasibility of (1) the project as a whole; or (2) ancillary
appurtenances such as relocated roadways or a tunnel.

In sUJlmary, the purpose of th is invest i gati on shall be to assess the
feasibility of the dam and reservoir sites in the Study Area in relation to
geological conditions as derived from a limited amount of geologic mapping, on
the surface in the area of the reservoir and dam site, and preliminary
subsurface investigation by exploratory drilling at strategic locations along
the dam axis, and havi ng pos it i ve ly assessed such feasi bi 1 ity, to formul ate a
geotechnical investigative program which may include (1) additional direct and
other, indirect subsurface exploration; and (2) more detailed surficial
geological analyses in identified potential problem areas.

STUDY AREA DESCRIPTION
As shown on the attached Exhibit A, the Study Area shall consist of the
dam-reservoir site which is located in north central Boulder County,
Colorado. It may include parts of or whole parcels of land which are o~med fee
simp le or 1 eased by persons or parti es other than those represented by the
Cl i ent.

UESLACKER ASSOCIATES.
