<br />. <br /> <br />. <br /> <br />. <br /> <br />Introduction <br /> <br />Purpose-The purpose of this Request for Proposal is to provide details <br />for the proposed Southeastern Colorado WCD/Arkansas River Basin Water and <br />Storage Needs Assessment (Assessment Project) and request your formal <br />proposal for the completion of this project (15 copies of the proposals are due <br />to the Enterprise on or before April 25. 1997). The Assessment Project is <br />intended to compile and analyze the future water and storage needs of <br />agricultural and municipal water users groups within the boundaries of the <br />Southeastern Colorado Water Conservancy District (District). This RFP will <br />outline the Assessment Project Management. Project Goals and Objectives. <br />expected contents of the proposals, and the evaluation and selection process, <br /> <br />Background-ln the fall of 1995 the District Board decided that they <br />needed to somehow determine the future water and storage needs of all their <br />constituents before making any change-in-operation decisions for the use of <br />Fryingpan-Arkansas (Fry-Ark) Project facilities. The Board had received a report <br />from the City of Colorado Spring Water Resources Department, which projected <br />the City of Colorado Springs to have a population in excess of 900.000 by the <br />year 2040. The report, and subsequent Water Resource Plan, looked to the Fry- <br />Ark Project facilities (Pueblo Reservoir, Twin Lakes, and Turquoise Reservoir) as <br />a source to meet their projected storage space demands, The Board fonned the <br />Storage Study Committee (SSC) as a firSt step in understanding the complete <br />set of water and storage demands of the District's diverse agricultural and <br />municipal constituents, <br /> <br />Through the District's Storage Study Committee (the Committee) attempts have <br />been made to determine the future demands for storage and water supplies <br />within the District, Outreach meetings were held during the summer of 1996 with <br />over 25 municipal water user entities and numerous agricultural entities to <br />determine their future needs, Following these meetings a formal "survey of water <br />users" was sent out to the District's allocation mailing Iist-a list of about 200 <br />agricultural and municipal entities within the nine-county service area of the <br />District. The interviews and survey asked each entity to quantify their future need <br />for storage and water supplies, incfudin!1 tHe use of Fry-Ark Project facilities and <br />water. <br /> <br />Generally, the interviews and surveys showed that many of the small <br />communities in the District did not have a good picture of their future demands. <br />Population growth projections were limited and evaluation of population growth <br />into supply and storage needs was also limited. In addition, the future demand <br />for replacement water for well augmentation had not been quantified. <br /> <br />1 ' <br />
