Figure 1 shows the area served by

Jackson Lake Reservoir and shows the main ditches and service areas for the

companies supplied from the reservoir.

Jackson Lake Reservoir is operated to release water directly into the South
Platte River, where the water is subsequently re-diverted by downstream ditches or
diverted by exchange to the several upstream ditches. Jackson Lake Reservoir primarily
provides a supplemental supply of water to its shareholders. Stockholders may have
direct flow rights as well as other storage rights that are used independent of, and
occasionally commingled with, the Jackson Lake Reservoir supplies.

The Bijou Irrigation Company takes water from Empire Reservoir through an
exchange from Jackson Lake Reservoir. The Bijou Ditch diverts from the south side of
the South Platte River approximately 15 miles upstream from the Jackson Lake
Reservoir' Outlet Canal, and extends approximately 35 miles to the southeast,
terminating at Badger Creek.

Riverside Irrigation District exchanges Jackson Lake Reservoir water upstream to
its headgate, located on the north side of the South Platte River approximately 20 miles
upstream from the Jackson Lake Reservoir Outlet Canal. The Riverside Inlet Canal
extends about ten miles to Riverside Reservoir, and the Riverside outlet ditch terminates
more than 35 miles east of the Riverside Inlet Canal headgate.

The Fort Morgan Reservoir and Irrigation Company headgate is located on the
south side of the South Platte River approximately three miles east of the Jackson Lake
Reservoir Outlet Canal. The Fort Morgan Reservoir and Irrigation Company canal runs
southeast and ends approximately 30 miles east of its headgate at Beaver Creek.

11
