<br />. <br /> <br />. <br /> <br />shown in Figure 6 of the EA, at station 15+00 on the south aide of the <br />dam. <br /> <br />8. Impacts to wetlands and PMJM habitat along the north shore of <br />the reservoir and beyond the construction limits on the downstream side <br />of the dam are not authorized by this permit. <br /> <br />9, Monument Lake will be drained at a rate which will prevent <br />excessive siltation, sedimentation, erosion, or other impacts to PMcrM <br />habitat downstream from the dam. <br /> <br />10. Construction and mitigation in or near PMJM habitat will be <br />supervised by an on-site qualified individual. <br /> <br />. 11. Orange construction barricade fencing will be erected to <br />prevent disturbance from occurring outside the construction limits. <br /> <br />12. Best management practices will be developed and implemented to <br />avoid indirect or secondary effects to Preble'S habitat. <br /> <br />13. Workers on-site will be informed of reason for and importance <br />of limiting disturbances and impacts to habitats outside of the fenced <br />work areas. <br /> <br />14. Restoration enhancement and creation sites will monitored <br />yearly for three years to document progress and to determine whether <br />remedial mitigation is needed. Annual monitoring reports will be <br />submitted to the corps of Engineers and the Fish and wildlife Service <br />(Service) by December 1 following the growing season.. The report shall <br />inciude at the minimum, an overal~ assessment of the revegetation <br />efforts, an evaluation of whether vegetative cover meets t~e criteria, <br />bare .areas, weedy areas, and plans to remedy any problem areas. <br /> <br />15. The restoration, enhancement, and creation areas will be <br />considered successful when vegetative cover is 80 percent desired <br />species- and 75 percent of willow and shrub plantings are established and <br />growing without signs of stress. In addition. weed species will. account <br />forS' or less of the vegetative cover. <br /> <br />16. Fixed photographic points will be used to document site <br />conditions prior to and after completion of construction and mitigation. <br /> <br />17. In the unlikely event that a Preble's mouse is encountered <br />(dead, injured, or hibernating) during construction, the Colorado Field <br />offics of the Service (303)275-2370 will be contacted immediately. <br /> <br />lB. Excess dredged material not used on-site will not be disposed <br />off-site in any stream Or wetland. <br /> <br />19. Use of Best Management Practices will be used during <br />construction, including erosion control devices. <br /> <br />3 <br />
